Most systems store a value and imply certainty. Discern stores the value and its state. KNOWN means a promoted fact with provenance. CONFLICTED means two sources disagree and neither has been chosen. UNKNOWN means nobody has said, and the honest answer is "I don't know".
A model proposes, never promotes. Whatever a model, a connector or a sensor writes enters as PROPOSED. Promotion is a policy decision or a human one. That single rule is why a wrong guess cannot quietly become the truth.
The state travels with the answer. A customer who asks about opening hours during a conflict hears both times and that a person is checking. Nobody is told a confident wrong number.

The seed says the front desk opens at eight. A staff message says nine on Sundays. The fact is now CONFLICTED. Ontonio answers with both and flags it. Staff confirm nine. The fact is KNOWN again, with the confirmation as its source.
